Electronic procurement refers to the buying and selling of goods, works, and services, conducted entirely online on specialized platforms. Electronic trading platforms (ETPs) are online services and technical systems that create the infrastructure for trading and enable interaction between customers and suppliers via electronic communication lines, using a qualified digital signature.

There is a total of 8 federal electronic trading platforms in Russia, with TEK-Torg being one of them. A federal electronic trading platform (ETP) is a specialized online service for conducting tenders and procurement procedures, accredited by the government (the full list of ETP operators is provided in Government Directive No. 1447-r). ETPs can conduct government procurement under Federal Laws No. 44-FZ and 223-FZ, including procurement for small and medium-sized enterprises.

There are two types of procurement procedures: open and closed. Information about open procedures is publicly available on the website https://www.tektorg.ru/procedures and is shared with an unlimited number of potential suppliers. Information about closed procedures is published in the TEK-Torg Personal Account and is shared with a limited number of suppliers – participation requires an invitation from the Сustomer and registration in the Personal Account. Customers are rather attentive to confidentiality, so particularly large contracts are published in a closed format and become accessible only after registration on the ETP and verification of the company.

An electronic trading platform (ETP), as an online resource, provides means for Parties to interact during trading operations. The main purpose of an ETP is to organize trading activities quickly and efficiently. The role of the ETP is to provide organizational, technical, and informational resources to facilitate electronic transactions. This service significantly increases the efficiency of trading activities. For non-residents, the ETP serves as a platform for finding contracts (orders) and expanding partnerships in Russia. A customer initiates the procurement process because it is advantageous for them to receive the best offers from multiple suppliers. Suppliers are selected based on several factors: price, relevant work experience, availability of licenses, permits, and certificates, financial stability of the company, and the correct submission of an application (documents). Interaction between the buyer and potential suppliers takes place through the intermediary, the ETP. To participate in procurement, it is necessary to complete accreditation on the chosen electronic platform. Accreditation is a mandatory procedure for registering and verifying a company's or an individual entrepreneur’s compliance with the requirements of the ETP and applicable legislation.

Procurement procedures can be viewed on the page https://www.tektorg.ru/procedures. However, not all procedures are publicly available; some can only be seen after registering on our platform.

First of all, we recommend clarifying the participation terms for foreign companies on the platform where the procurement procedures that interest you are published. A foreign company can participate on the ETP TEK-Torg through a representative office/branch and, in this case, follow all requirements applied to Russian procurement participants, or as a non-resident company, with no presence in Russia. For suppliers who chose the second option, the following general requirements apply: obtaining a non-qualified digital signature (non-qualified DS), accreditation in the selected section (“Procurement of Rosneft”, "223-FZ and Commercial Procurement", "Procurement of Inter RAO", "Online Store") and payment of the platform tariff in accordance with the ETP Regulations. You can find more detailed requirements, as specified by particular customers, in the “Instructions” section.

A non-resident can submit an application to participate in procurement procedures in Russia in Russian.
All applications, documents, and correspondence must be in Russian. Foreign documents must be translated.
In some cases, the customer may attach an English version of the documentation for information purposes, but only the Russian version is legally binding.

1. Procurement section of Rosneft

This section includes procurement procedures from subsidiaries and dependent companies of Rosneft OC. Non-residents can participate if no restrictions are specified in the documentation, and all required documents are provided in Russian.

2. Sale of Petroleum Products by Rosneft

This section hosts procurement  procedures for the sale of oil, gas, petroleum products, and other types of hydrocarbon raw materials. Participation of foreign companies is particularly relevant here, as many transactions are export-oriented.

3. Procurement section of Inter RAO

Procurement by the subsidiaries of Inter RAO is governed by Federal Law No. 223-FZ. Foreign companies can participate on general terms, provided they meet the documentation requirements.

4. Section 223-FZ

This section includes procurement procedures from large companies with government participation, regulated by Federal Law No. 223-FZ. The law does not restrict the participation of foreign companies, so non-residents can participate, provided they are registered on the platform and submit documents in accordance with the customer's requirements.

5. Online Store Section (also known as “electronic store” or “KIM” — corporate online store)

A service for conducting small, low-cost, and urgent procurements. The main advantage of this section is the simplified and expedited process for low-value procurement procedures.

On the ETP TEK-Torg, the cost of participation is determined by the regulations of the platform’s section. In some cases, participation is free.

A tariff is a commercial offer from a company to a client, outlining the terms of cooperation such as the list of services or products provided, their volume, and their cost. In simple terms, a tariff is a package of services at a specified price, which allows the client to understand in advance what exactly they will receive and at what cost.

Payment for the tariff on TEK-Torg ETP is made via bank transfer.
After selecting the appropriate tariff in the Personal Area, an invoice will be generated, which can be downloaded and paid through your bank. Payment must be made from the settlement account of your organization or individual entrepreneur.
Once the funds are received, the tariff will be activated, and you will have the full access to the services provided.

Payments for tariffs and services on the ETP TEK-Torg are made exclusively in Russian rubles (RUB).

To participate in procurement in Russia, a non-resident must prepare a set of documents. This includes notarized translations of the passport or founding documents from the country of registration, as well as documents confirming compliance with the procurement documentation requirements. Additionally, the non-resident must obtain a Russian Taxpayer Identification Number (INN) and Pension Insurance Certificate (SNILS), obtain a qualified electronic signature (QES), and register in the Unified Information System (EIS).

A non-qualified digital signature (non-qualified DS) is an electronic signature based on cryptography, which, after an agreement between the parties, is legally equivalent to a handwritten signature on paper. For non-residents, a non-qualified DS can be used for signing contracts, participating in electronic document management, receiving public services, and interacting with Russian counterparties. It simplifies and speeds up the process, granting it legal validity.

The standard validity period of a non-qualified digital signature (DS) is 1 year, after which it needs to be renewed.
